David Clarke is a Director in the Energy Practice of the Litigation, Regulatory & Markets Group. Mr. Clarke’s primary focus is on eastern electric power markets, although he has explored market structure alternatives for the Florida Municipal Electric Association, has helped develop market designs with the New Brunswick Market Design Committee, has studied US market participation for Manitoba Hydro, and has evaluated ancillary service markets in Ontario and Texas. Mr. Clarke focuses on electric wholesale market rules, and oversees consultants who represent various clients before various eastern independent system operator market governance committees. He has supported transmission outage litigation.
