Mr. Gray has over 25 years of consulting experience, including the analysis of costs and damages incurred on over 200 construction projects and government contracts. He has analyzed claims for owners, prime contractors, and subcontractors on projects ranging from office buildings to space launch complex projects. He has addressed such issues as damages arising from changed work, deficient design, remedial work, losses of efficiency, delay, acceleration, and contract terminations. He has also analyzed productivity and inefficiency for craft labor and major equipment on numerous projects. Mr. Gray has provided expert testimony in litigation on several occasions in the U.S. Court of Federal Claims, the GSBCA, state and federal courts, arbitration and mediation proceedings. His testimony has included such topi! cs as damages for delay, disruption, acceleration, and changed work.
